Qatar and Pakistan Announce Significant Progress at Lake Lucerne Summit as U.S.-Iran Talks Advance

The State of Qatar and the Islamic Republic of Pakistan announced today the successful conclusion of the first round of high-level negotiations held under the framework of the Islamabad Memorandum of Understanding (MoU) at Bürgenstock, Switzerland.

The talks brought together representatives of the Islamic Republic of Iran and the United States of America, with Qatar and Pakistan serving as mediators. Discussions were conducted in a positive, constructive, and forward-looking atmosphere, resulting in meaningful progress and the establishment of a framework for continued technical negotiations.

Building upon the Islamabad MoU, the parties agreed to establish a High-Level Committee to provide political oversight and strategic direction for the mediation process. Chief negotiators will report regularly to the Committee and oversee specialized working groups on nuclear issues, sanctions, implementation monitoring, and dispute resolution, as well as other areas of mutual concern.

The High-Level Committee adopted a roadmap aimed at achieving a comprehensive final agreement within sixty days. To support this objective, technical negotiations will commence immediately. The parties also agreed to establish a direct communication channel for the period specified in the MoU, helping to prevent misunderstandings and incidents while ensuring the safe passage of commercial vessels through the Strait of Hormuz.

In addition, the participants agreed to create a De-Confliction Cell, involving the parties and the Lebanese Republic and facilitated by the mediators, to oversee adherence to the cessation of military operations in Lebanon in accordance with the MoU. Technical discussions on all outstanding issues will continue throughout the remainder of the week at the Bürgenstock Resort.

Qatar and Pakistan reaffirm their commitment to facilitating a constructive dialogue and will continue to work closely with all parties to advance negotiations toward a lasting and mutually acceptable agreement.

The mediators express their sincere appreciation to the United States and Iran for their continued commitment to diplomacy and peaceful conflict resolution. They also extend their gratitude to friendly and partner nations whose support and contributions have helped advance the ongoing negotiation process.
