Atiq, Tanveer Ilyas and Faisal Rathore Face Major Tests in Their Constituencies — Party Momentum, Personal Vote Banks and Previous Results Could Decide the Outcome

The 2026 Azad Kashmir elections have entered one of their most critical stages. Polling was originally scheduled for all 11 constituencies of the Poonch Division on August 10, but the electoral process was subsequently divided into two phases. In the first phase, polling is being held in four constituencies — three in Bagh and one in Haveli, while a new date for the remaining seven constituencies is yet to be announced.

But these four constituencies are much more than four ordinary electoral contests.

Three major political figures with experience of leading Azad Kashmir are facing their own electoral tests:

LA-14 Bagh-I — Former Prime Minister Sardar Atiq Ahmed Khan

LA-15 Bagh-II — Former Prime Minister Sardar Tanveer Ilyas

LA-17 Haveli — incumbent Prime Minister Faisal Mumtaz Rathore

That makes August 10 politically significant far beyond the four seats themselves.

Why Was the Poonch Election Schedule Suddenly Changed?

Initially, polling across all 11 constituencies of the Poonch Division was scheduled for August 10. Later, polling in seven constituencies was postponed.

The officially cited background is security and law-and-order concerns. Therefore, it would not be appropriate to present any alleged secret political arrangement as an established fact.

Politically, however, the decision could still have important consequences.

The results of these first four constituencies will now emerge before voters in the remaining seven constituencies cast their ballots. The outcome could therefore influence the political mood, expectations and electoral psychology of the next phase.

If PML-N performs strongly in Bagh and Haveli, its political momentum could increase in the remaining constituencies.

Conversely, a major victory for PPP, Muslim Conference or an unexpected candidate could change the political narrative.


The Impact of the Mirpur and Muzaffarabad Results

The results of the earlier phases have given PML-N significant political momentum, but Bagh’s political dynamics are somewhat different.

Here, personality often matters as much as party affiliation.

Previous elections have demonstrated that strong local candidates can challenge even a wider political wave through their personal vote banks and local networks.

The central question in Bagh is therefore:

Can the statewide PML-N wave overcome Bagh’s powerful local political personalities, or will Bagh once again demonstrate the strength of personality-driven politics?


LA-14 Bagh-I — Sardar Atiq Ahmed Khan’s Test

Sardar Atiq Ahmed Khan is the most prominent political figure in this constituency. A former prime minister, he remains one of the most influential faces of the Muslim Conference.

He won the constituency in the 2021 election. His major strengths include his personal vote bank, political experience and the Muslim Conference’s historical roots in Bagh.

But the key question in this election is whether he can once again translate his personal political strength into victory against the changing political environment.

Assessment:

Sardar Atiq Ahmed Khan appears to have an advantage, although vote division among his opponents and polling-day dynamics could prove decisive.


LA-15 Bagh-II — Tanveer Ilyas vs Zia-ul-Qamar

This is arguably the most intriguing and unpredictable contest among the four constituencies.

Sardar Tanveer Ilyas is contesting this election, and his return to the electoral battlefield has placed LA-15 at the centre of attention.

Facing him is Sardar Zia-ul-Qamar, who has already demonstrated his electoral strength through his previous victory in the constituency.

For Tanveer Ilyas, the biggest question is how much of his personal vote bank he can recover.

His 2021 victory reflected both his personal popularity and the political wave of that period. The circumstances are now different, and he is contesting from a new political platform.

This time, Mir Akbar and Qamar-ul-Zaman are again among the key contenders.

PML-N may benefit from the current statewide political environment, while PPP retains its local vote bank.

Assessment:

A highly competitive contest in which even a few hundred votes could determine the winner.


LA-17 Haveli — Prime Minister Faisal Rathore’s Biggest Test

Haveli carries exceptional political importance because incumbent Prime Minister Faisal Mumtaz Rathore is himself contesting the seat.

Therefore, this is not simply a battle for an assembly seat. It is also a test of public confidence in the incumbent government.

Rathore won the constituency in 2021 with a significant margin.

But five years later, the political landscape has changed.

The question now is whether he can once again rely on his previous popularity, personal vote bank and record in government to secure victory.

Assessment:

Faisal Rathore remains a strong candidate, but his 2021 advantage cannot automatically be translated into a 2026 victory.


Three Prime Ministers — Three Different Tests

The most remarkable feature of this phase is the presence of three major political figures with prime-ministerial experience or responsibility.

Thus, the Bagh-Haveli contest is not simply a battle between political parties. It is also a contest between experience, personality, previous electoral performance and present political strength.


The Big Question for PML-N

PML-N has demonstrated considerable political strength in the earlier phases of the Azad Kashmir elections.

But Bagh presents a different kind of challenge.

The question is:

Can the statewide PML-N wave defeat strong local political personalities?

If PML-N wins more seats than expected in Bagh, it would strengthen the perception of a broader political shift across Azad Kashmir.

But if Atiq Ahmed Khan, Tanveer Ilyas, Zia-ul-Qamar or other strong local candidates retain their constituencies, it would demonstrate that personality-driven politics remains extremely powerful in Azad Kashmir.


PPP’s Test

These four constituencies are also important for PPP, particularly LA-15, where Zia-ul-Qamar faces the challenge of Tanveer Ilyas.

If Zia-ul-Qamar retains the seat, it would be a significant victory for PPP.

In Haveli, meanwhile, a victory for Faisal Rathore could be interpreted as an important sign of public confidence in the PPP-led government.


Tanveer Ilyas and IPP — A Test of the Future

Tanveer Ilyas’s decision to contest LA-15 from a new political platform is not merely a constituency-level development. It is also a test of his future political direction in Azad Kashmir.
