Doha: Pakistan, Qatar, Türkiye and Indonesia have signed the multilateral “Badr” Memorandum of Understanding (MoU) to strengthen cooperation in defence industries, research and development, and technical training.
The agreement was signed in Qatar’s capital, Doha, with the participation of the four countries’ defence representatives and relevant defence industry authorities.
Pakistan’s Defence Minister Khawaja Muhammad Asif, Qatar’s Deputy Prime Minister and Minister of State for Defence Affairs Sheikh Saud bin Abdulrahman bin Hassan Al Thani, Türkiye’s Defence Minister Yaşar Güler, Indonesian Deputy Defence Minister Marshal Yusuf Juhari, and Turkish Defence Industries Authority President Professor Haluk Görgün attended the signing ceremony.
The MoU aims to promote joint defence production, enhance technological capabilities, and develop industrial cooperation to meet the evolving requirements of modern defence systems.
The initiative could create opportunities for technology sharing, investment and defence exports. However, its practical impact will depend on the implementation of joint projects and the development of concrete production and research programmes.
According to Qatar’s official announcement, other friendly countries may also join the initiative in accordance with criteria agreed upon by the participating states.
The “Badr” MoU focuses on defence industrial cooperation and should not be confused with a mutual defence treaty or a formal military alliance.
